This course provides the skills and knowledge needed to safely operate a Forklift Truck in Australia. If you operate a forklift, you must hold a High Risk Work LIcence (HRWL). Completing the unit of competency, TLILIC0003 Licence to operate a forklift truck, is valuable in many jobs and across various industries. This course is suitable for both beginners and experienced forklift operators.

Prerequisites and Entry Requirements

Pre-Requisites:

N/A

FSA Entry Requirements:

  • Students are to complete the pre-course online learning and assessment prior to the classroom session (for the 2 day programme). The ability to access FSAs Learner Portal is required (eg. access to internet, smart phone, tablet or laptop).
  • Students must be 18 years or over at time of assessment
  • Safety PPE and safety footwear eg steel-capped boots must be worn
  • Evidence of Identify (EOI) as outlined for each state / territory below
  • Sufficient Language, literacy and numeracy skills to complete the course. All National Assessment Instruments (NAI) must be completed in English without the use of interpreting services, as per the guidance notes on the NAI.
  • Students must be able to read and understand English. This is a requirement of the National Assessment Instrument. Google Translate or an Interpreter is not permitted.
  • Students must be able to complete the NAI (theory) within the specified timeframe (approx 2 hours)
  • USI that can be verified to ensure release of Statement of Attainment
  • Suitable level of fitness to successfully complete the course

Physical Requirements:

This high risk work licence course requires a moderate to high level of mobility, grip strength, and stamina, as well as the ability to remain alert in simulated and live workplace traffic environments.

To successfully complete this course, you will need to be physically able to:

  • Walk, bend, and stoop during site inspections and forklift checks.
  • Lift and replace loads (approx. 15–20kg) safely if required.
  • Climb in and out of forklifts using three points of contact.
  • Sit and operate forklift controls (steering, pedals, mast) for extended periods.
  • Drive and manoeuvre forklifts with palletised loads, including on inclines.
  • Maintain visibility, awareness, and concentration while operating.
  • Complete post-operational checks and basic defect reporting

Key overall physical demands:

  • Manual handling – various loads (~15–20kg) and inspection tasks
  • Mobility and stamina – walking, standing, bending, stooping during inspections and hazard checks
  • Upper body strength and grip – operating steering, mast, pedals, and controls
  • Dexterity – performing fine motor tasks with levers, tags, logbooks, and connectors
  • Tolerance – sitting for extended forklift operation, working in noisy and busy environments
  • Situational awareness – maintaining visibility and responding to hazards around pedestrians and plant
